Further to my other comment she was launched in 1918 but not completed till 1920, hence the date on the bell.

Submarines in the Royal Navy were and are still regarded as boats. During the early days they were not given names. but different classes, ie those built to same deign, were given a class letter and a number. So this in effect becomes the identifier of the submarine in this case the L21. This vessel was built in 1918 and broken up in 1939.
