In the 19th century fire was a constant threat to the predominately wooden settlements of New Zealand. Local brigades made up of volunteers from the community were charged with fighting any outbreaks. But by 1909, following the Municipal Corporation Act 1867, Councils were setting up regulated fire brigades and paying its core members.
These new regimented brigades were often characterised by their military style uniforms and ranks. Yet they were still composed predominately of local men continuing a strong community identity and commitment.
