Fred Coleman of New Plymouth was a surveyor with a keen interest in Scouting and heraldry. In Scouting he was responsible for the design of many certificates, produced a handbook on building Scout halls, and designed many of the badges in use in the period 1940 to 1966. His records of badge designs were assembled and mounted in 1992 by Majorie McMahon.
