The "Date Made" range can be narrowed to: c. 1943-1945, because this type of heliograph was not produced prior to 1943. There is a nice set of reports on its development at the UK National Archives ( Piece reference AVIA 19/218, "Heliograph mirrors for emergency dinghies") . This is the 2"x2" version for pilots, there was also a 4"x4" version for dinghy kits. Put the (quoted) search string: "AVIA 19/218") into Google to locate the Wikimedia page for the 4" version (File:Signal Mirror British Dinghy Heliograph 4inch 1943.jpg ), which includes a link to the UK National Archives catalog page.
