I have to laugh, sorry. This is not a lifting "attachment", it's a bull nose ring puller. A lead rope is clipped onto the end or for very dangerous bulls, a pole is clipped to the end, for leading. The ball ends of course are inserted into the nostrils! They can still be seen in use today, especially in the show ring.
